IELTS or TOEFL is not always the only route. Some universities accept an eligible English-medium degree, but the issuing office, wording and programme-level rules still need checking.
Some taught postgraduate programmes review applications on a rolling basis. A final deadline should not be treated as the safest submission date.

Each university is autonomous and controls its own curricula, academic standards and student selection. OTC checks named programmes rather than applying one generic threshold.

Build aspirational, matched and safer options with entry rules, evidence gaps and deadlines clearly marked.
Organise transcripts, degree evidence, CV, references, statement, MOI or IELTS and programme-specific documents.
Coordinate forms, uploads, university emails, supplementary evidence, interviews and offer-condition checks.
Explain acceptance dates, deposits, immigration-document stages and pre-arrival milestones; regulated matters are referred appropriately.
OTC checked the CUHK Graduate School and Business School guidance. An eligible English-medium degree can meet the university-level minimum English requirement, but a programme may still set additional rules. Because Business School admissions are rolling, the decision to wait for IELTS depends on the named programme, evidence completeness and admissions round.

For eligible institutions and programmes within OTC's service scope, students are not charged an application-agency service fee. University application fees, tests, translation or certification, deposits, tuition, visa charges and other third-party costs remain separate. Institutions retain final admissions authority. OTC does not sell admission, write applicant materials, or guarantee outcomes.
