加拿大路線全景指南:留學・移民・就業・財務十講

A ten-chapter special feature on the Canada route for Chinese-speaking students and families: the 2026 study-permit framework (caps, provincial attestation letters, PGWP language and field-of-study thresholds), programme selection, Express Entry versus Provincial Nominee pathways, budgeting, Co-op work-integrated learning, graduate applications, lawful part-time work under the 24-hour weekly limit, city and province comparison, student banking and credit, and tenant rights — with key rules checked against IRCC official pages on 20 July 2026.

Why a panorama, not ten scattered tips

The Canada route now runs through four interlocking systems — study permits, post-graduation work rights, permanent-residence selection and provincial policy. A decision taken at the programme-selection stage determines options three systems later.

This special feature therefore walks the full route in ten chapters, from the 2026 study-permit framework to tenant rights, with the load-bearing rules checked against IRCC official pages on 20 July 2026.

The 2026 study-permit framework

Since 2024 Canada has operated an intake-cap framework: most post-secondary applicants must include a provincial attestation letter (PAL or, in Quebec, TAL) with the study-permit application, and the acceptance letter must come from a designated learning institution (DLI) — an application without a DLI letter is refused.

Post-graduation work permits carry language and field-of-study conditions for most streams: university graduates generally need CLB 7, college graduates CLB 5, and non-degree programmes must map to eligible fields of study. Applicants should verify their specific programme against the current IRCC eligibility lists before accepting an offer.

From study to permanent residence

The two dominant pathways are Express Entry's Canadian Experience Class — one year of Canadian TEER 0–3 work experience plus language scores — and the Provincial Nominee Programs, which bind candidates to a province but add 600 Comprehensive Ranking System points on nomination.

The strategic difference: CEC rewards speed and mobility, PNP rewards regional commitment. Graduates in Alberta, Saskatchewan and the Atlantic provinces often reach nomination thresholds earlier than in Ontario or British Columbia.

Money: budget, proof of funds, banking

Beyond tuition, IRCC requires proof of financial support at official amounts that are revised periodically — applicants should budget against the figure in force at application time, plus first-year tuition and travel. City choice moves living costs substantially: Toronto and Vancouver rents can double those of prairie cities.

On arrival, the practical financial sequence is: open a student account with one of the major banks, obtain a credit card early to build a credit record, file a tax return every year even on low income (it unlocks credits and benefits), and understand the residency conditions attached to registered accounts such as TFSA and FHSA before using them.

Work: Co-op, part-time rules, first job

Co-op programmes remain the strongest employability lever in Canadian higher education — paid placements, local references and a résumé written to North American conventions. Off campus, eligible full-time students may work up to 24 hours per week during academic terms (full-time during scheduled breaks) and must hold a social insurance number; the permitted hours and conditions are printed on the study permit itself.

These rules were checked against the IRCC work-off-campus page on 20 July 2026; unauthorized work has immigration consequences, so both student and employer should verify eligibility before the first shift.

Where to study, and where to live

Ontario and British Columbia concentrate the research universities and the competition; Alberta and Saskatchewan offer lower costs and fast-growing energy and technology sectors; the Atlantic provinces pair smaller campuses with immigration-friendly regional programmes.

Tenancy is provincially regulated: use the official standard lease where one exists, know the legal limits on deposits, and carry tenant insurance. The full Chinese feature closes with a chapter on rental pitfalls and remedies, and a fast-track link to the OTC Canada gateway page for personalised assessment.
