A compliance-first briefing on why Taiwanese diploma-trained nurses may look at AHPRA/NMBA Stream B, the OBA route, and TEQSA-accredited Graduate Certificate in Advanced Nursing options such as IHM’s GCAN.

Why this route attracts attention

Australia continues to face strong demand for nurses, and internationally qualified nurses and midwives (IQNMs) use the Ahpra/NMBA process to have their qualifications assessed before applying for registration.

For Taiwanese nurses, the key question is often not whether they have nursing experience, but whether their entry-to-practice qualification is assessed as substantially equivalent to an Australian-approved qualification.

This is where many applicants begin researching Stream B, the outcomes-based assessment (OBA), and postgraduate study options such as a Graduate Certificate in Advanced Nursing (GCAN).

Stream B: OBA, not automatic registration

Ahpra/NMBA’s IQNM process starts with the online self-check. Stream B candidates generally hold a qualification that is relevant to nursing or midwifery but is not assessed as substantially equivalent to, or based on similar competencies as, an approved Australian qualification.

Stream B candidates must complete Orientation Part 1 and the outcomes-based assessment. For registered nurses, the MCQ examination is delivered through the NCLEX-RN, and candidates must also complete the OSCE before they are eligible to apply for registration.

This is an assessment pathway, not a guaranteed approval route. English language skills, recency of practice, criminal history, professional standards and documentary evidence still matter.

Where GCAN fits: qualification strengthening and Australian nursing context

IHM’s Graduate Certificate in Advanced Nursing is listed as TEQSA-accredited, AQF Level 8, delivered online, with a full-time duration of 26 weeks and a published tuition fee of AUD 8,000 for the online GCAN.

For a diploma-trained nurse, a TEQSA-accredited postgraduate certificate can be attractive because it gives an Australian higher-education credential and structured exposure to Australian nursing language, ethics, clinical decision-making and specialist topics.

However, the important caveat is clear: completion of GCAN does not directly lead to registration as a nurse or midwife in Australia. It may support preparation and qualification presentation, but Ahpra/NMBA remains the registration decision-maker.

A cautious planning sequence

A practical sequence is: complete the Ahpra/NMBA self-check, confirm the stream and document requirements, review whether an Australian postgraduate nursing certificate is useful for the file, prepare English and NCLEX-RN in parallel, then plan OSCE timing and travel if required.

Applicants should also check whether they meet recency of practice and English language standards. From 23 April 2026, Ahpra notes changes to accepted English test score requirements, so applicants should read the current standard before booking a test.

For migration, registration is only one component. ANMAC skills assessment, visa eligibility, employer sponsorship, state nomination and migration advice are separate issues and should be handled by qualified professionals.
