Service Overview

What this service does

Station Dispatch is OTC's emergency coordination service for families who need a calm bilingual contact point when a student, summer-school learner, visiting scholar or boarding / homestay case has an urgent operational problem across time zones.

面向全球留學、遊學、訪學及長短寄宿家庭,尤其是涉及未成年人、跨時區家長溝通、住宿接送、突發變更與多方協調的個案。

Workflow

Process

  1. Intake: student identity, location, programme, accommodation, provider and parent contact route
  2. Risk triage: safety, medical, police, school duty officer, accommodation provider, travel or document category
  3. Contact map: confirm who must be reached first and what written authority or consent is needed
  4. Dispatch actions: call / message provider contacts, accommodation, driver, school office, parent or local support contact as appropriate
  5. Escalation log: keep a concise time-stamped record of actions, replies, unresolved risks and next decision point
  6. Handover: written summary for family, provider or onward professional support where needed

It does not replace local police, ambulance, hospital emergency departments, school safeguarding / duty officer systems, accommodation-provider obligations, insurance assistance lines, legal advice, immigration advice or a legally appointed guardian.
