Short answer: BTEC can support university entry, but course rules decide.
Pearson states that BTEC Nationals are widely recognised for university admission and attract UCAS points. Pearson's public International Level 3 recognition list also identifies universities that have indicated they will consider one or more BTEC International Level 3 qualifications for undergraduate study.
The important word is consider. Recognition does not mean automatic admission. Universities still check the exact BTEC size, subject relevance, grade profile, GCSE/English requirements, portfolio/interview rules and whether the chosen degree accepts BTEC alone or only alongside A Levels.
Often assessed through UCAS Tariff points, with course-specific subject and grade conditions.

Final decisions belong to the receiving university and may change each admission cycle.
